Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

Transfer:

For 52.6 and/or 70.1 transfer to a Retirement Program Administrator 1, (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

Overseeing, guiding, supporting and managing the operations for the Scanning Unit and Indexing /Quality Assurance Unit  
  • Provides strategic guidance to unit supervisors regarding workforce management and development activities for the core service areas.  These activities include performance management, employee development, and succession planning.
  • Plans, executes, controls and monitors the overall section strategic plan.
  • Represents the section at operational bureau level meetings for cross functional business purposes related to the Scanning/Indexing Q&A process.
  • Represent the section at Assistant Director team meetings for cross functional business purposes related to the Scanning/Indexing Q&A process.
  • Represent the section on various Redesign project meetings for business purposes related to the Scanning/Indexing Q&A process.
  • Represents the section in labor relations activities.
  • Reviews vacancies in core service areas to assure accuracy of duties, title, and need; justifies filling of all vacancies and all reclassifications.
  • Plans and coordinates with NYSLRS Executive management to ensure the Section has the capacity to deliver its goals.
  • Assures that staff is adequately trained and reviews employee development needs for core service areas.
  • Prepare yearly strategic risk assessment for the section with review of each unit’s internal controls.
  • Represent the section and act as liaison with OSC CIO in furthering business goals and support of section processes.
  • Function as back up Facility Incident Commander.

    Responsible for proper application and interpretation of Retirement and Social Security Law, the Comptroller’s Rules and Regulations, retirement policies, and OSC supervisory policies and procedures to manage organizational units within the Division
    • Assures a uniform and consistent work methodology in the section by regularly meeting with unit
    • supervisors.
    • Facilitate communication and rapport between supervising staff and subordinate staff.
    • Ensure that changes in policies and procedures are communicated to the supervisors and that
    • this information is accurately communicated to the subordinate staff.
    • Hold regular meetings with the staff to build a good rapport and be available to listen to their ideas
    • and concerns.
    • Work as a coach and mentor to facilitate good work habits
    Overall responsibility for Scanning /Indexing and Q&A Operations 
    • Monitor, track and report monthly expenditures for the Scanning /Index Q&A operation; prepare and justify proposed and projected expenditures across the section ; prepare regular  recommendations, summaries, and justifications on processes and procedures; prepare  and maintain section operational activities; maintain accurate section procedures and processes for internal audit purposes.
    • Monitor overall office support activities; review facility requirements including equipment, space planning, construction and modification of cubicles/offices.
    • Review and approve/disapprove the purchase of goods and services to support the section requirements.
    • Monitor, track, manage and support the section’s two scanning locations during the Redesign early project phases.
    Handles special requests and projects 
    • Analyzes and organizes special projects as assigned and completes projects within stated
    • timeframes.
    • Represents the bureau on committees and teams as assigned and ensures bureau positions are
    • represented and management is kept informed of team activities and decisions.
    • Prepare the sections data and response for the annual report to CEM Benchmarking service.

  • Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its different case types and action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures
  • Demonstrates the ability to perform complex mathematical calculations as necessary
  • Acquires, retains and applies extensive Retirement System knowledge to respond to customer inquiries of the more complex nature
  • Demonstrates the ability to effectively supervise subordinate staff and apply Agency policies and procedures

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
